The explanation
The unusual part is the meter. Paid ServiceM8 plans list no cap on users, and the thing you outgrow is the job allowance. [1] A one-person trade that does under thirty jobs a month can stay on the Free plan.
If you go over the plan, the page says you can keep creating jobs for another seven days, and the allowance resets with the monthly cycle, otherwise you are prompted to upgrade. [1] Texts also have a cap, with an overage fee per message above it. [1]
