When are estimates required?

Many states require a written estimate or contract for regulated work like auto repair or home improvement, often above a set amount, and licensing boards publish the rule. Check your state's board, and give a written estimate for any job where the price could be disputed.
The explanation
There is no single national rule for estimates in service work. Requirements usually come from state licensing boards, consumer protection offices or local ordinances. They vary by trade, by job size and by whether the customer is a homeowner or a business.
Typical points in those rules are a written price before work starts, a description of the work, and a requirement that the customer approve any increase. Some also require licence numbers or cancellation notices on the document. I cannot list your state's exact terms, so look up your licensing board.
Even where nothing is required, a written estimate is good practice. It sets scope, price, and exclusions in one place, and it gives you proof of what the customer agreed to. Keep a copy with the job record, and have the customer approve changes in writing before you do the extra work.
