The phrase means issuing the invoice, a term common outside the US. The steps are the same. You confirm the work, build the document, send it, and log it so you can follow it up.

Timing depends on the job. For a one-visit service, raise it on the day. For a project with stages, raise a deposit invoice at the start and progress invoices at agreed milestones, so you are not carrying the whole cost until the end. For a monthly plan, raise it on a fixed date.

Track what you raise. A list of open invoices by age shows who is overdue. Follow up politely when the due date passes. If a customer disputes a line, fix it with a credit note rather than editing the original, so your records stay clear.
