Because a public booking page cannot always recognize returning people, a clear decline message is the fallback.

The explanation

A public booking page is open by design, so blocking works by matching. Tools that offer a block list compare phone numbers or email addresses on each request. A determined person can use a new email, so you also need a habit: review every new request and check the address against your flagged list.

Set the flag with a reason on the customer record, and make sure everyone who confirms requests can see it. When a flagged person tries again, decline with a short neutral note: you are unable to take the booking. No explanation is required, and arguing invites escalation.

Also handle what exists. Cancel any future visits, refund prepaid amounts if they are due, and remove the person from reminder lists. Keep your notes factual, since a record that states the facts supports you if the person complains.
